Dang.... they really are trying to get people back to it without shutting it down.
IMO The downfall of that was the monthly fee. There are VERY few games people would be willing to pay for on a monthly basis. I'm not quite sure why WoW worked so well - may it is because Blizzard actually invests time and effort into making sure that peoples $15/mo isn't wasted?
