Sometimes if you use CCC to overclock on newer cards it won't allow it. I had that problem with my XFX 4890 XXX edtion (900mhz stock, watercooled). CCC would give me zero stable overclock if I set it to auto but if I manually overclocked the card it overclocked fine.
