You have to keep the refresh rate to the max that your CRT monitor will allow, they are not all the same. Your display properties may only display refresh rates your monitor is capable of using, or you might want to look up your model or check the manual. If your display isn't faintly "strobing", which is what it kinda loooks like with a too low refresh rate then you are probably fine.
