in independent tests, the freezone elite would start to choke when a q6600 was pushed past 3.6 ghz. ~200-250w tdp.
The q6600 is a 95w chip, so is the q9450... and if they both scale similarly temperature-wise with voltage, I wouldn't expect performance above a conventional water cooling setup, or even high-end air when the chip goes under full load.
It was shown that the freezone elite only improved idle temps beyond 200w tdp; under full load, it performed worse than a TRUE.
One thing I'd like to add: From my experience with cooling, you want to go big or go home if you plan on doing any serious overclocking.
