I have been using Vista home premium, for my HTPC and found it worked decently well but I can't really compare since I have not tried other software. For cutting commercial I am using a little free program called lifextender, it's not perfect and won't work 100 % of the time, some show will not be processed but for the most part it does exactly what it says it does.
