Actually, every motherboard that I've removed the PWM heatsinks from seemed to use some kind of tape. If the sinks are individual, and have a screw or bolt to hold them, then paste is great. But when you're dealing with SMT components, and laying a waterblock across multiple units, it's easy to get uneven pressure on different parts. Thermal tape is a lot more forgiving that way.
