i use squid with sarg on a linux box to control and monitor web activity. If the linux box is your router you can set it up as a transparent proxy (no proxy settings needed in IE, FF, etc). Or can you use it as a proxy server and keep your gateway but will have to plug in proxy settings on IE, FF, etc.
If you have deep pockets Windows Server with ISA is a popular option as well.
