In regards to Intel Turbo (which Xeons have), Intel seems to say that it'll speed up the processor when one core is only going hard. For me, it seems to kick in for the whole processor, even when it's loaded down hard with F@H.
Also, and I'm not sure if it's the same for i7 processors, but I see EEIST pulling the multiplier on one of my processors all the way down to 1x (133MHz processor clock) when the processor is nice and idle, and it seems to be able to use all the other multipliers all the way up to 18x (stock is 17x, this is with Turbo).
