Far from quiet IMO if you're talking about the Wing 12. But we all have different hearing tolerances. I run mine around 1200RPM to make it quiet.
I'd say Scythe S-FLEX and Noctua fans are the highest quality. And you should be able to find a suitable fan from either for the noise/CFM that you want.
