I think the monitor size would be good, any bigger than that and you might as well buy a TV .

In regards to games, games like the new Batman game, Assassins Creed 2, Sims 3, Fallout 3, The Civilization games, those would be a few that come to mind.

The primary function would be, graphics, editing and creating them. I use a lot analysis tools in addition to the graphics as they go hand in hand when planning for marketing strategies and then implement them by creating logos, letterheads, brochures, magazines etc.

Brand preference... honestly no, but from my understanding the i7 supposedly is the quickest and if that would fit in the budget why not, more power is always appreciate.

No usable parts, a build from scratch.

Overclocking? Always welcome. I am somewhat of a novice in that field but if time invested in it justifies the gain, hey it's welcome.
