I don't know of any stability issues. There currently is not a Crossfire board that is 2 x16 for the P35 chipset. SLI certified just basically means the company has paid to get NVIDIA to certify their PSU. They have tested the PSU and it can run SLI without any issues. You don't need an SLI certified PSU to run SLI. Corsair makes excellent PSUs and I would recommend the CMPSU-620HX 620W.
Are you going to be running Vista and playing DX10 games. For around $150 you can get a Radeon X1950 pro and that will smoke two 2600XT's It's not a DX10 based card but it will still run on Vista and play a lot of the current games. Not to mention the X1950 Pro is 256-bit for the memory and the 2600XT is only 128-bit memory.
