That's partially true. There's also the fact what kind of rig he has, and if his PSU is a name brand like OCZ or Corsair which offers good, quality power, or if it's a so-so brand like Ultra. Don't get me Ultra, Ultras are pretty good now, but I still prefer OCZ and Corsair over them.
