Ok thanks for the help I have remounted it like 4 times now and it hasn't changed yet. With my e6750 there was a degree difference at idle but it idled at 27 and 28. I wondered why the e8400 idled higher with less volts going through it. Thanks for the tips appreciate it very much.

You've probably got stuck temp sensors. Try running the Linpack test in OCCT, it pushes the CPU a little harder, or try the Intel Burn Test.
If you do get movement on the temps, they should be within 3-4 degrees at load. If they aren't, a remount is recommended for your HSF.
